Some of the residential assets we acquire and operate participate in the Housing Choice Voucher program. Understanding precisely how the program works — and what it does not promise — is part of underwriting it responsibly.

The Program

What the program is, and what it is not

The program is a rental-assistance mechanism, not a guarantee. We describe it the way it actually functions.

Federally funded, locally administered

The Housing Choice Voucher program is federally funded through HUD and administered by local public housing agencies, each with its own procedures, payment standards and inspection schedules.

How payment works

For approved tenancies, the approved housing-assistance portion of rent is generally paid directly to the property owner by the local housing authority on behalf of the tenant. The tenant remains the tenant and is responsible for their own portion of rent and for the obligations of the lease.

Qualification applies on both sides

Participating households must qualify and remain in compliance with program rules, and participating properties must pass the housing authority's inspection and rent-reasonableness review.

Recurring U.S.-dollar rental income

For owners, the practical objective is recurring U.S.-dollar rental income from a tenanted residential asset, supported in part by federally funded rental assistance where a tenancy is approved.

Language we do not use

We do not describe the program as "government guaranteed rent," and we do not say that "the government is your tenant." Neither statement is accurate. Rental assistance is federally funded and administered locally; the tenant is the tenant; and participation, approved rent amounts and continued eligibility are determined by the local housing authority.
